Worked on my old Dell Inspiron 570/HD 4200 after upgrading from Win 7 to Win 10 -- got rid of the black borders on my monitor 2 (HDMI/flat screen TV) that this problem only affects HDMI. This allowed me to make the change in the GUI again and observe the effect.
Anyone have a set driver for mobile 4570 that stops this. I don't know what they do, so I figured it was a good idea to leave well enough alone.I might go ahead and upgrade my graphics card anyway one of these If you could provide a more detailed explanation of how to do this fix, it would really mean a lot. I can't personally test this solution, but it appears that it worked for people on fairly recent drivers, so give it a shot: go to Tom's Hardware or I'll just re-post
